PUG Sizing

So here is my problem, I have never bought a PUG dress before and I really want to buy the netti dress in the kitty print. So my measurements are 36-30-36. So looking at the size chart I am a medium in the bust and hips but a large in the waist. If I buy a large will it be too big on top for me, or should I buy a medium and just wear with a girdle or corset? Any advise?
