Laying flat the waist measures 14.5 in and the bust measures 18.5.

I ordered it as a small and it is tagged as a small. After measuring it, the dress appears to be a medium.

No worries, I get where you're coming from. Do you own the havana dress? It is very similar to that. The waist usually fits more snug to accentuate the waist and to show the fullness of the skirt. There isn't a lot of stretch but the PUG website suggests to size down. If you have any other questions just let me know.

Sorry Niki, I've had bad experiences shipping internationally. I'm only shipping in the US.
