Are they DD, PC, or LB? Also, can you give measurements, and do they stretch?

They are the Deadly Dames cigarette pants that are pictured.  The flat measurements are waist:  13", hips:  18"

The waist doesn't have any stretch but I think the hips could stretch a little more.
