Kinky Ruffles Alteration?

Hello, all. I am looking at buying a kinky ruffles skirt in 2X since I am concerned that my hips would be too large for an XL (and I found a crazy good deal), but the waistband is at least 3" too large according to the size chart. Does anyone know how difficult it would be to take in a skirt like this since the waistband is fused and it is fully lined? Thank you!

I was reading the product info and it's 97% cotton and 3% spandex so there is some stretch to it. I don't know how much but I would contact the website to find out because you might get away with the XL.

The problem is that I've found a NWOT skirt in 2X for almost half price, and I'd really love to have it since I can't afford to buy it new... I just don't want to get it and have to turn around and sell it if it can't be altered.
