Help with Hell Bunny petticoat!

Hi everyone! I ordered a HB petticoat in white but I guess the style/model has changed since I bought my first one, because the new one is a few inches too long. It has the two extra bands to adjust the length, but I've never done it before so I'm not exactly sure how to do it! I can feel the button on the elastic but I'm not sure where the opening is, or if I have to cut one myself, or whatever.

Please help! :3

Sorry I don't own one so I can't help but I was wondering if it's as fluffy as it looks in the pictures? I'm thinking of getting one.
